Since 2003 the regional office of the International Organization “Ukraine-Poland” is functioning in Vinnitsa Region. The main priorities are: establishing the integration of contacts between Ukrainian and Polish peoples, promoting local governance and implementation of political reforms in Ukraine, the establishment and development of cultural and sports contacts, support international relations and participation in grant projects. The main objectives are: strengthening cooperation with different regions of Poland, continued the practice of reciprocal visits of representatives of executive authorities, local government, civil, religious, business, cultural and sports organizations, studying and adopting of the Polish experience in particular and European in general, in reforming of local government and administrative-territorial structure.
In 2007 on the basis of Vinnitsa regional office of the International Organization “Ukraine – Poland” was created the International NGO" Ukraine-Poland-Germany” with headquarters in Kiev. Priorities and objectives remain unchanged, but now in statute of organization as international, territory and scope of its activities have increased. Authoritative state and public institutions in Ukraine such as - National Academy of Public Administration of Ukraine, Institute of Society Transformation, Eastern Institute of Development, Strategic Policy Institute and others becomes the partners of the Organization. Profitable activity links Organization with the largest and oldest regional organization of local governments in Poland – The Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS). Becomes more active work with non-governmental institutions and the public in Germany. The Organization also is looking for and making every effort to establish contacts with other European countries, willing to explore deeper political and economic structure of these countries, and the most importantly - to adopt the practical experience of the various processes in developing of countries, particularly in the public sector.
Sergiy Tatusyak - is unchanged President of Organization, active public and political figures, people's deputy of Ukraine of 4-th convocation, member of the European Association of former members of the parliaments of country-members of the Council of Europe and the European Union, the author of various public projects in the Vinnitsa region and nationwide level.
Development of local government and community cooperation.
During the 2004-2009 years with the assistance of Organization more than 250 delegations from Vinnitsa and other regions of Ukraine that included representatives of local governments at different levels, teachers and doctors, creative and sporting groups and activists of NGOs visited Poland. During the visits, members of delegations had a chance to get acquainted with the work of public authorities of the Republic of Poland and see the visual results of the administrative-territorial reform, get practical experience of activities of Polish state official and mutually exchange various methodological recommendations in the work of state bodies, and also review of functioning of health and education institutions, NGOs, and their impact on activity and development of communities. Accordingly, in Ukraine, particularly in the Vinnitsa region, similar Polish delegations were received.
More than 300 signed cooperation agreement and protocol of intentions between territorial communities of Ukraine and administrative units of the Republic of Poland is the result of this work today.
2004:
• March 2004 – due to assistance of the Organization together with the Vinnitsa regional state administration and General Consul of the Republic of Poland Sylvester Shostak, Vinnitsa region was the first in Ukraine who opened Year of Poland in Ukraine. Delegation of 40 persons, which included representatives of the local governments led by Zenon Sivinski - Chairman of melioration Society in Konin city, was invited from Wielkopolska province.
• In October 2004 the Organization together with Vinnitsa Regional State Administration organized cultural and economic forum of Sventokshiske province in Vinnitsa. The city received the Polish delegation consisting of 86 persons, including representatives of government, education, culture, business and tourism. During the forum, they discussed ways of cooperation in different directions. For the first time in the history of cooperation between the regions it was signed a specific plan for next year.
2005:
• In June 2005 a delegation consisting of 40 persons - representatives of the executive and local authorities of Vinnitsa region headed by chairman of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) Sergiy Tatusyak and Head of Vinnitsa Regional State Administration Oleksandr Dombrovsky - attend Sventokshiske province with methodical-educational visit. The delegation members were acquainted with the system of local government in the Republic of Poland, participated in the 15-th anniversary meeting of Sejm of Sventokshiske province, established contacts for further cooperation at the local level.
2006:
• In January 2006 in the office of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”)the agreement of cooperation between the 4 regional communities of Vinnitsa region and Sventokshiske province was signed.
• At the end of September 2006 the delegation of Tulchin district and representatives of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) visited the community - Malanuv of Turkish district of Wielkopolska province, where they met with the executives of local communities. Delegation members visited local enterprises, familiar with the activities of authorities, participated in cultural events.
2007:
• In 2007, under the agreement with Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS) the exchange of 4 group of representatives of government and executive power was carried out. Thus, in February 2007, 40-personal delegation of representatives of the government of Vinnitsa region (head of district councils and district administrations, city and village heads) visited the Wielkopolska province. During the visit the delegation members acquainted in detail with the functioning of local governments at all levels, and established contacts for further development of partnerships.
• In May 2007 the delegation (30 people) of Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS) was invited to the Vinnitsa region, whose members took part in an international conference on the development of local self-government, visited Vinnitsa territorial communities, with which was signed protocols of intention and agreements of cooperation.
• In June 2007 the Wielkopolska province was visited by the delegation (132 people) which included representatives of the Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”), executives of Kalinovska district and of Ladyzhyn town, three youth soccer teams and children's creative team. During the visit, they met with Vice President of European Parliament Marek Schivtsem, and discussed the development of cooperation between Ukraine and Poland, in particular at the level of NGOs and local governments.
• In July 2007, on the invitation of Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS), delegation of representatives of local government of Vinnitsa region (40 people) visited Poznan. Members of delegation acquainted with the system of local self-government of the Republic of Poland and visited the territorial communities, where they signed agreements and protocols of intention on cooperation.
• At the end of August 2007, Organization together with the “Society of friends of the Moravitska land” implemented international grant, which provided a week's stay in Ukraine of delegation of commune of Moravitsa (23 persons), who had a chain of roundtable discussions in the partner village Balanivka, Bershad district (cooperation agreement by 2003) and in Vinnitsa city.
• In November 2007, with the assistance of Organization - delegation of Vinnitsa Administrative Court officially visit Poznan, where they met with the executives of Administrative Court of the Wielkopolska province and executives of Administrative Court of Berlin (Germany). During the event an establishing of tripartite cooperation between the administrative courts were discussed.
• In November 2007, Litinsky district was attended by administration of Volshtynskiy district of Wielkopolska province within 6 people. The delegation visited local enterprises and educational institutions, met with the administration of the district and representatives of the Organization. The result of this visit became an agreement which was signed between the Volshtynskiy and Litinsky districts; this agreement declared mending the cooperation and development of common activities in different fields and sectors.
2008:
• February 4, 2008 Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) visited governor of Lodz province. During the meeting they discussed such issues as - signing of agreements and protocols of intentions on cooperation between territorial communities Vinnitsa region and above province, as well as cooperation between public organizations and educational institutions.
• From 23 till 28 of February, 2008 the delegation of representatives of local administration and executive authorities of Vinnitsa region visited Wielkopolske province. Among the forty members of the delegation there were the leaders of 29 units of the region, 16 of which already had partners, and 13 only had to find new partners for cooperation. The result of the trip, but a detailed observation of the functioning of local government, was an establishing contact between the 12 villages and towns of Vinnitsa region with our Polish brothers.
• At the end of August 2008, with the assistance of Organization the delegation of Fire Department of MES of Vinnitsa region visited the festival of volunteer fire brigades in Dembo city (Wielkopolske province), where in contests of firefighters - vinnichane took the second place.
• In September 2008 the Organization organized reception in the Vinnitsa region of 40-personal delegation which consisted of representatives of local government of Wielkopolske province. During the visit in Vinnitsa was held four roundtable discussions on the theme of the Polish experience of local government, education, environmental and community organizations. Also an important part of the visit was the attending of local units of Vinnitsa region and its neighboring regions. The purpose of these visits was to establish new contacts and consolidate previous ones, directly at the level of local communities. Thus, polish guests with a two-day visit, attended 23 districts, towns and villages of Vinnitsa region, as well as four cities of Zhitomir and Cherkassy regions. The outcome of these meetings was the agreement on cooperation between such cities as Pogrebische and Pobedisk and also it was signed 7 protocols of intentions regarding the cooperation. Other delegates agreed following meetings in Poland, during which the relevant documents will be signed.
• In mid-September 2008, the district of Trostyanets was visited by delegates from Hodzezhskoho district of Wielkopolske province. The two sides signed a cooperation agreement in September 2007. Within the development of partnership, on 19 of September, Nova Obodivka village and Commune Shamotsin signed an agreement on cooperation between territorial communities. Head of the Organization - Sergiy Tatusyak, participated in the ceremonial an agreement signing.
• 21 - 29 of September, 2008 was made visit of representatives of local government of Balanivka village (Bershad district, Vinnitsa region) and the community chiefs of region to Moravitsa (Sventokshiske province). The visit was held in joint grant project of the MFA of the Republic of Poland "community administration - our experience for Ukraine”. During the visit delegates along with the Poles had one-day training on "Modern management of unit of territorial local administration on an example of gmina (Polish district)”, as well as a number of thematic meetings with prestigious Polish specialists.
• Since December 2008, Organization set up the roundtable discussions in the rural, township, urban communities. At the events representatives of the Organization tell to the core group of community about the experience of reforming local government in Poland, the implementation of territorial-administrative reform, the role and importance of local communities, their activities with European and international grant funds. In December 2008 Organization conducted 7 roundtable discussions in the villages and towns of the region with the participation of deputies and activists of local communities.
2009:
• 1 - 5 of March 2009, The International Organization “Ukraine-Poland-Germany "organized the visit of 40-personal delegation of local government to study in Poland. The delegation, except village heads and members of district councils of Vinnitsa region, included representatives of another six regions of Ukraine: Zhitomir, Cherkassy, Khmelnitsky, Kharkov, Lugansk, and Kiev. This - leaders of regional office of the International Organization "Ukraine-Poland-Germany”, city mayors, heads of district councils and district administrations. In the program of stay in of the Ukrainian delegation the most important point was to review the system of local government in Poland and the establishment of partnerships with regional communities of Wielkopolske province.
• April 27, a delegation of directors of educational and vocational schools of Wielkopolske province of Poland within 7 people attended Vinnitsa.
• May 15-17, 35-personnel Polish delegation comprising of representatives of Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS) and government of the province visit Vinnitsa region. As a result, 8 local communities have signed with the Poles protocols of intentions on cooperation, a five more strike an oral agreement and agreed to exchange of delegations in the summer and autumn of this year.
• 15 – 20 of May, the Ukrainian delegation leaded by the Head of Directorate to the Ministry of Emergencies of Ukraine in Vinnitsa region visited the State Fire Department of several Polish provinces, including Sventokshiske and Wielkopolske. In the Kolo town delegates from Ukraine were invited to celebrate 40 years of professional fire protection of Poland.
• 7-13 June, delegation of 15 persons of media representatives of Vinnitsa region visited Poland and Germany. The trip was realized within the grant program "Authority and community: cooperation for the future development of society”.
• June 24-29, the delegation of Chechelnyk district visited Lyeschynskyy district (Wielkopolske province) to celebrate the Day of Lyeshno town. The delegation included representatives from district administration, local government and the folk amateur choir STOV "Olhopilske”.
• 26-29 July, Voronovitsa was attended by 6-personnel delegation from Okonek district led by Mayor Romuald Dusharoyu. July 28, he and the village council chairman of Voronovytsa Yuriy Shevchuk signed cooperation agreement. The paper described the strategic goal of the partnership, in particular, it intends to "long term and aims to form good relations between Ukraine and Poland”.
• 26-29 August, town Kozyatyn that is in Vinnitsa region, received the delegation of the city Klyechev (Poland). Foreign delegation was led by Mayor Marek Vesolovski and chairman of city council Maciej Vshevishynski. Officials of the two local communities first met at an official level. During the meeting the sides discussed prospects of development partnership, agreed to certain activities and signed a cooperation agreement.
• 11-25 October 2009, as part of the project of the Ministry of Foreign Affairs of Poland “Education of Ukrainian administration of local government” implemented by gmina Stare Miasto (Wielkopolske province), village Komsomolsk (Vinnitsa region) and the NGO" Ukraine-Poland-Germany, two employees of Komsomolskaya village council (secretary and accountant) went to Poland for training.
• 9-16 October, 25-personnel delegation of Vinnitsa region made the trip to Poland. Deputies and heads of village and district councils and two deputies of the regional council made educational and methodical visit to Poland within the agreement on cooperation between Vinnitsa regional office of the International Organization "Ukraine-Poland-Germany” and Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS).
European integration.
All activities of International Organization “Ukraine-Poland-Germany” serves to major point - the European integration of Ukraine. With this idea, we implement all our projects and programs, as we are sure - European integration must first happen in all spheres of life and on mental level of people, and then become as a natural process at the level of the country.
The main direction of functioning – education.
2005:
• In August 2005, together with the Vinnitsa regional public administration was held the International Forum "Regional Policy within the frame of the European integration of Ukraine". To participate in it from Poland were invited 35 delegations, which included representatives of Polish authorities on different levels, as well as a delegation from Germany. During the forum delegates get acquainted with the heads of district and village administrations of Vinnitsa region. It was discussed certain steps to overcome economic, social and political problems. Great attention was paid to one of the most topical issues of Ukrainian society - the holding of political and administrative-territorial reform, with the transition to a new model of local government.
2006:
• In August 2006, Organization invited a delegation comprised of 40 representatives of the Polish Melioration Society, Poznan and Hozhuvsk administrative courts and Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS), to celebrate the Independence Day of Ukraine. During the visit representatives of the Polish delegation took part in the celebration of Independence Day in the territorial communities of the region. There was an international conference entitled: "Reform of local government in Ukraine in terms of European integration" with the participation of local government representatives of all regions. Also it was conducted a roundtable discussion dedicated to the Polish experience of functioning of administrative courts. The result of this event was the signing of the cooperation agreement between the newly established Vinnitsa Regional Administrative Court and Administrative Court of Poznan. The outcome of the visit was the signing of an agreement on cooperation between Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) and Wielkopolski Centre for Self-Government Education and Studies’ Association (WOKiSS).
2007:
• In August 2007, in Vinnitsa Organization organized a roundtable discussion on a topic "Regional Policy - European dimension" in which participated executive management of Sventokshiske province and Vinnitsa Regional State Administration and Regional Council. During the event such issues as - using of the Polish experience in the implementation of territorial-administrative reform and development of local government, as well as further cooperation between the regions, were discussed.
• In September 2007, Organization held an international conference "Development of civil society - the European experience” within the grant project of the department of domestic policy of regional administration. To the conference for participation was invited a delegation of 40 people, representatives of local government of Wielkopolske province. The delegation members - Mayors, vuyty, prepostors, chairmen of the cities and county councils - in addition to participation in the conference, they also attended districts, towns and villages of Vinnitsa region. During the visit, were signed 11 agreements, specified plans on cooperation for 2008, held "roundtables discussion" in all local communities, which the Polish guests have visited, on the topic - studying the European experience in different spheres of life. In Tylchun town members of the Polish delegation took part in the roundtable discussion on "Development of local government: the European experience" which was attended by about 200 people. They discussed issues of reforming the local government and its role in the development of local communities.
2008:
• August 21, 2008, in Nemyriv (Vinnitsa region) on the initiative of Vinnitsa Regional Council, administration and Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) was hosted an international conference entitled "Barriers and benefits of development of local government in administrative-territorial reform - Polish and European experience". At the conference, they also spoke about experiences of Organization in the implementation of the joint grant projects.
2009:
• January 23, 2009, in Vinnitsa the Organization and the Institute of Society Transformation conducted a roundtable discussion on "Carrying out reforms of local self-government and reform of electoral law in accordance with the requirements of European integration in Ukraine”. 20 city and township chiefs of Vinnitsa region, as well as guests from the city of Kyiv and Volyn region participated in a session. During more than 2-hour discussion delegates discussed current issues of local government, proposed amendments to the electoral legislation, worked on an appeal to the President of PACE. As a result, the meeting resolution was adopted almost without a dissenting vote.
• 7-8 of February 2009, the Organization and Vinnitsa Regional Center for Euro-Atlantic information organized for members of Vinnitsa Euroclubs training "Creation of the Future of Europe". 35 representatives of best Vinnitsa Euroclubs participated in the training. During of two days senior high school student eagerly discussed issues of European integration and its prospects for Ukraine and what is the most important, how to form the European standards in our country. The event was funded by the Konrad Adenauer Foundation.
• January 29, Vinnitsa regional office of the International Organization "Ukraine-Poland-Germany" organized and conducted Vinnitsa thematic brain-ring in school #30. Members of the school Euroclub and students of senior classes participated in the intellectual game called "Together to the united Europe”.
• 7-8 of February, the members of Vinnitsa Euroclubs were delivered training "Creation of the Future of Europe". Thematic training for school children interested in European development of Ukraine and the European Union, were organized by Vinnitsa regional office of the International Organization "Ukraine-Poland-Germany” and Vinnitsa Regional Center of Euro-Atlantic information.
• The International Organization "Ukraine-Poland-Germany” and its Vinnitsa regional office has set up a draft of education work among the local communities in the region. The project involves conducting informational seminars on "Attracting world and European funds for the development of local communities” in villages, towns and regional centers of Vinnitsa. During February and March such meetings are held in Gaysinskyi, Tulchinskyi and Kozyatinskyi districts. They invited deputies of local councils, chairman and secretaries of village councils, school principals and others. Seminars were by conducted chairman of Vinnitsa regional office of the International Organization "Ukraine-Poland-Germany” Alexey Gavrilov and his deputy Andrei Kavunets.
• From February 1 to May 1, 2009 in Vinnitsa region the International Organization "Ukraine-Poland-Germany” conducted literary competition among schoolchildren on the theme "Together with united Europe." The main point of this competition was to attract the attention of young people to the necessity of fast entry of Ukraine to the EU.
• 25-27 May, Head of Vinnitsa regional offices of the International Organization "Ukraine-Poland-Germany”, Alexey Gavrilov as a member of 20-personal delegation participated in a seminar organized by the Center of Information and Documentation of NATO in Ukraine which was conducted in the head office in Brussels.
• In Vinnitsa festive celebrations on the occasion of 18-th anniversary of independence of Ukrainian, began on 22 of August with the International Scientific Conference called "Reform of Local Self-Government of Ukraine in accordance with the European Charter of Local Self-Government". The event brought together about five hundred participants from all over the Ukraine and European countries (Poland, Germany, UK). Among the honored guests - the first President of Ukraine Leonid Kravchuk, the chairman of the Pension Fund of the European Parliament, member of Association of former members of European parliament Richard Balfe, Mayor of Sventokshiske province Yarubas Adam, director of the German State Association of alternative energy Maximilian von Korff.
• On October 21, in Vinnitsa region launched a third stage of information-educational project "Attracting world and European funds for the development of local communities”, which was initiated and conducted by the International Organization " Ukraine-Poland-Germany. "
The culture and sport activities.
Organization attaches a huge importance to full cooperation with the Polish side in the sports and cultural spheres. Priority is given to the exchange of children's sports teams, which participating in international tournaments, the rehabilitation of children in the camps and sports and health centers.
Dozens of amateur talent groups in both countries are introducing their art to viewers, fans of folklore. With the support of the Organization, days of Polish culture, anniversaries of famous Polish writers and artists, are commemorated in Vinnitsa and other cities and town of Ukraine.
2005:
• In May 2005, a delegation of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) headed by Sergiy Tatusyak and Mayor of Ladyzhyn town Valery Kolomyets took part in celebrating of Days of Kolo city and Kola district. To the celebration also was invited and performed a dance group from Ladyzhyn.
• In August 2005, Kolo city (Wielkopolske province) and Vinnitsa region exchanged by Youth Football teams (50 children from each side), and in September, youth football team of Vinnitsa Regional Council FST "Coloss" took part in the 1-st international football tournament in the Kolo district . Also, with the assistance of the Organization was organized a trip of children's soccer team “Visit” from Hmilnyk town to International Youth Football Tournament held in the Slupetsk district (Wielkopolske province), where Ukrainian team won first place.
• In December 2005, on the occasion of celebration of Catholic Christmas in Vinnitsa was conducted "roundtable discussion” with the participation of the Board of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”), Catholic priest of Vinnitsa churches, heads of Polish associations of Vinnitsa region and students of school #7. The subjects of discussion were the cultural and religious traditions of Poland, their preservation and enhancement.
2006:
• In July 2006, with the assistance of the Organization children's soccer teams of Ladyzhyn took part at the international football tournament in Kolo (Wielkopolske province).
2007:
• In May 2007, with the assistance of the Organization IV Days of Polish culture were celebrated in Bar town. On the celebration arrived several delegations from the Republic of Poland, Senator of the Poland Republic Robert Tsytserski, Ambassador of Poland in Ukraine Kozdronya E., General Consul of Poland in Kyiv, G. Opalinski. Total more than 200 people. Celebrations were followed by artistic performances, folk, vocal groups from the Republic of Poland, the creative teams from Kalynivka and Hmilnyk. It was also signed a cooperation agreement between Rybnik and Bar.
• In June and July 2007, as a part of the grant project "Learn the language, history, culture of neighbor”, commune of Moravitsa (Sventokshiske province) was visited by 20 children from Balanivka (Bershad district) and Vinnitsa region. Children studied Polish language, history, visited tourist places in Poland, participated in cultural events.
• 10-13 November 2007 a delegation consisting of Organization head Sergiy Tatusyak and his deputy Alexei Gavrilov took part in events dedicated to the Independence Day of Poland. While staying in Kielce they had a series of meetings with representatives of government, NGOs and business. It was signed agreement on cooperation with the Sventokshiske society "Poland-East".
2008:
• In March 2008, Organization organized visit to Poland for 15 journalists from Vinnitsa, as a part of grant project of the regional department of domestic policy of regional administration, the main goal of the trip was to review the functioning of regional media of Sventokshiske province. The delegation, in addition to studying the experience of work of e-Media and print media, participated in the inauguration celebration of 50 years of cooperation between Vinnitsa region and Sventokshiske province.
• In June 2008, management of Organization attend the conference and related events in Keltse dedicated to the celebrations of 50 years of cooperation of Sventokshiske province and Vinnitsa region called “Vinnitsa region – Sventokshiske province - two regions but one heart".
• From 20 till 30 of August, 2008 thanks to the Organization 18 children - winners of national and international vocal competitions, straight-A students and presidents of school groups of cities and districts of the region were on holidays in Bodzentyn district of Sventokshiske province.
• From 29 of August till 11 of September 2008, in the sanatorium "Vanguard" (Nemyriv) the Organization organized a fortnight joint camp rest for 40 children from Balanivka (Vinnitsa region) and Moravitsa district (Poland). The event was a part of the grant project of the Cultural Center in Warsaw: "Learn the language and culture of the neighbor”.
• October 4, 2008 in Vinnitsa regional Music and Drama Theater, Lodz Symphony Orchestra gave a concert. The concert was held within the opening of the First International Festival of Ukrainian and Polish song "Song unites us," organized by the Organization with the assistance of the State Committee of Ukraine on Nationalities and Religions.
• 10-13 November 2008, the Organization organized a trip for 15 Vinnitsa journalists to Sventokshiske province. The aim was to study the functional experience of the Polish regional media and their cooperation with authorities. During the trip the delegation took part in the celebration of closing of 50-year anniversary of cooperation between Vinnitsa region and Sventokshiske province. At the ceremonial meeting of regional deputies head of IO "Ukraine-Poland-Germany" Sergiy Tatusyak and head of the Vinnitsa regional office of the IO Alexey Gavrilov was awarded "Friend of the Sventokshiske land”.
• November 15, 2008 during a concert in Vinnitsa, dedicated 90-th anniversary of the independence of Poland, which was attended by the Ambassador of Poland to Ukraine Jacek Kluchkovsky and General Consul in Kiev Grzegorz Opalinski, were made a summarizing the competition, and also was indicated the best creative work about an well-known Ignatius Jan Paderewski. The event was organized by the Organization and the Center of Polish Language and Culture.
2009:
• April 2009 - with the assistance of Vinnitsa regional office of the International Organization "Ukraine-Poland-Germany" a project "Ukraine: a history of great nation”, which was being implemented by Foundation “East-West together" (President - Vladimir Zubanov) and Strategic Policy Institute (President - Tolstoukhov) was presented in Vinnitsa.
• For 8-th consecutive year on the first days of May Cossack town Bar, which is in Vinnitsa region, the festival - Days of Polish Culture conducts. This year, not betraying the tradition, the event lasted from 1 to 3 of May fascinating participants and spectators by diversity of Polish cultural heritage. This year's festival was held under the slogan "Give us strength to depose this aristocratic world" - the words of the famous Polish writer Juliusz Slovak. Official delegation from Poland consisted of 15 persons, among them: the head of the consular department of the Embassy of Poland in Kiev Edward Dobrovolsky, Consul of the Republic of Poland in Ukraine Andrzej Slomskyy, MEP Janusz Livandovskyy, and Member of the Polish parliament Ezhela Kozdran.
• 1-10 of July, a delegation of 20 people (18 children and 2 adults) stayed in the district of Bodzentyn, Sventokshiske province in Poland. It was the winners and finalists of the regional Children and Youth Competition "Musical umbrella”, literary contest held by the Organization «Ukraine-Poland-Germany» - " Together to the united Europe "and activists of Euroclubs.
• From 30 of August till 6 of September, people of the Kola and Slupetskoho districts (Wielkopolske province) enjoyed Ukrainian art which was performed by Vinnitsa exemplary dance ensemble "Grace".
Economy (business)
It is important mission for Organization is to promote economic cooperation between Ukraine and EU countries. For that purpose the organizational and mediatory work is being provided, which aimed to help domestic entrepreneurs in searching of economic interests abroad and vice versa.
2005:
• In November 2005, in the office of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) with the participation of leading lawyers of Vinnitsa region and founder of law firm “Gurak, Tomala and Gurnyak" Maksymilyan Gurnyak – was held a roundtable discussion on "The legal system in Poland and Ukraine”.
• In September of 2005, together with the Vinnitsa regional state administration and administration of Marshalkivska (Sventokshiske province), was held in Keltse the Cultural-Economic Forum of Vinnitsa region in Sventokshiske province. The forum discussed the possibility of economic cooperation between the two regions, signed an action plan for 2006, after official part of the event – it was also represented the best creative teams of Vinnitsa.
2009:
• 24-30 of May, in the Kola district of Wielkopolske province (Poland) was held a seminar on "Achievements in the agriculture area, agricultural-food processing, environmental protection and development of technical infrastructure in rural areas, on the example of Kola district”. During a meeting with representatives of province and district administration, heads of educational institutions and farmers, several agreements on further cooperation between polish and Ukrainian farmers were reached. In particular, prepares to sign a trilateral agreement between the Polish melioration Society (President Sivinski Zenon), the International Organization "Ukraine-Poland-Germany” (Chairman Sergiy Tatusyak) and the Department Head of Agriculture Development of Vinnitsa Regional State Administration (Chief Anatoly Pavlichenko).
• October 21, in Vinnitsa was held a roundtable discussion - "Economic cooperation between Poland and Ukraine”. Organizers of the event were - the Club of Business People (CBP), PI "Gospodarskuy Dim" of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) and the NGO "Ukraine-Poland-Germany." Roundtable assembled businessmen and government representatives to discuss joint investment projects in Ukraine and Poland, possibilities and principles of business activities, problems of tax, labor, foreign exchange legislation, etc ...
Ecology.
The International Organization "Ukraine-Poland-Germany" is actively working towards on environmental protection. That's why it’s working closely with the Vinnitsa regional center of Ukrainian Environmental League (VRC UEL), which has a dominate tasks to improve the ecological situation in the region, create new environmental mentality, improve environmental education and awareness. In cooperation with VRC UEL much attention is paid to scientific substantiation of environmental problems in Ukraine and the Vinnitsa region in particular. A lot of famous scientists from various educational institutions of the Vinnitsa help us on this mission.
2005:
• In August 2005, a group of children from such cities as Bershad and Ladyzhin visited the Environmental Education Center, located in Hallini (Wielkopolske province). During the visit for them were conducted educational excursions through ecological track, review of cultural and historical values of province. Such trip was implemented also in summer 2006.
2006:
• In October 2006, was signed an agreement between the Vinnitsa regional center of Ukrainian Environmental League and the Polish Melioration Society in Konin. This, in turn, stimulated the participation of scientists, environmentalists from 12 regions of Ukraine in the conference on the environment protection in Wielkopolske province (Poland).
2007:
• One of the results of environmental cooperation is the exchange of scientific achievements between the Vinnitsa State Agricultural University and the Poznan Agricultural Academy. Thus, in July 2007, a delegation (15 people) of Scientists and students from Wielkopolske province stayed in Vinnitsa. 15 – 19 of October, 2007, an official delegation of the Environmental League and scientists from Vinnitsa State Agricultural University visited Poznan. The delegation members attended the international conference "Problems of formation and protection of environment in the Wielkopolske area”. They suggested specific examples and offers of natural resource management and conservation.
2008:
• April 20-25, 15 children from Vinnitsa school #15 went on the ecological Olympiad to Kolo city (Poland).
• In mid-May, the Chairman of the Scientific Council VRC UEL Alexander Mudrak and Deputy Chairman Andrei Druchynskyy were included in the Polish delegation environmentalists. Their participation in the trip was made possible by invitation of the Polish Melioration Society Schivinski Zeno, who is an old friend and partner of the International Organization "Ukraine-Poland-Germany." In Germany, the delegation of environmentalists attended such cities as Hamburg, Dresden and Berlin, where German specialists showed guests the using of alternative and unconventional sources of energy production. Thus, visitors familiar with the work of wind and pumped-storage power plants, plants for growing algae for biofuel production, plants for processing and disposal of solid waste and food etc..
• 20-27 of September 2008, Koninske branch of the Polish Melioration Society led by Zenon Sivinsky hosted a delegation composed of employees of Vinnitsa regional offices of the Ukrainian Environmental League and Vinnitsa State Agricultural University.
• 6-9 of October 2008, Vinnitsa region was visited by delegation of representatives of Agrotouristic farms of Wielkopolske Province (18 persons). They had a thematic meeting with students of two Vinnitsa state universities - the Agricultural and Pedagogical University, visited Agrotouristic business areas and conducted in conjunction with the Organization press conference for regional media.
• 9-12 of October 2008, at the invitation of VRC UEL and assistance the Organization, Vinnitsa school ¹ 15, was visited by the Polish delegation from the city Kolo consisting of 3 teachers - representatives of various schools of Poland and Jacek Novacheka - Head of Environment protection, Forests and Agricultural lands department of Kola district.
2009:
• In July, the project "Agrotourism as an opportunity of development of Vinnitsa region” launched in Vinnitsa. The project is financed within the framework of the Polish foreign assistance the Ministry of Foreign Affairs of Poland. Aim of the project is to promote agro-tourism in the Vinnitsa region by creating a platform for cooperation with foreign partners. The project is realized through the practice of dialogue and partnership between local farmers, local organizations and authorities of district and region. The expected result of the project: raising awareness of beneficiaries about Agrotourism activities, improve the quality of services provided by Agrotourist companies.
• 21-24 September, in the Polish village Lond of Wielkopolske province was held an international seminar on environmental protection and reserve affairs. It also was attended by the delegation from Vinnitsa, which consisted of representatives from the Vinnitsa regional center of Ukrainian Environmental League (VRC UEL), Vinnitsa State Agricultural and Pedagogical Universities, Kremenchug Polytechnic University and representatives of agricultural companies of Vinnitsa region.
Social area.
Solution of social issues - one of the most urgent missions in Ukraine. We feel a duty to support the development and reform of this sector in line with European norms, as long as the most vulnerable populations do not feel abandoned, counting only on their own strengths and opportunities, and will be effectively protected by the government.
2005:
• In September 2005, Representatives of Vinnitsa regional office "Ukraine-Poland" (now the International Organization “Ukraine-Poland-Germany”) and the Chief of Vinnitsa Regional Clinical Oncology Dispensary Petro Odarchenko participated in international medical conference in Lodz city, during which they had an opportunity to familiarize with the organization of social and medical care of disabled persons.
2009:
• April 24, in Vinnitsa, the Polish delegation of representatives of public organizations and institutions, that deal with the problems of the disabled people, signed an agreement on cooperation between the Vinnitsa regional public organization Association of Protection and Help to disabled "Open Heart" (Vinnitsa) and the Kola district organization «Sprawni inaczej» ( Kolo city, Poland). Both organizations, "Open Heart" and «Sprawni inaczej», is unique because it deals with the most difficult disabilities. Such cooperation was due to assistance of the International Organization "Ukraine-Poland-Germany’, which helped the Organization "Open Heart" to find partners in Poland.
• June 21-27, a delegation of representatives of Vinnitsa NGOs, which deal with problems of disabled, visited their colleagues in the Kola city and Slupetsk district of the Republic of Poland. 8-member delegation was represented by employees of such NGOs as - "Open Heart" and "Harmony". |
